As for what you are able to do... it's essentially dress your oc up in a halloween costume! The image should preferably be knee up/fullbody but waist up is also acceptable. Headshots/busts will not do. Chibis are OK!

It is encouraged that you simply make a halloween themed outfit based (or not) on their current outfit, instead of something you might actually see on halloween (ie. M&M, ketchup bottle, sexy nurse..). Other villagers here!

Allegiance
If your character plans to ally with the Ornament King, they may wear some decor to make this obvious (any sort of 'holiday'/'festive' accessory will do). They don't have to though. Maybe they're undercover.

Species Change
You can give your oc a new species if you'd like. Demon, vampire, whatever. It's a village of monsters! The only catch is:
-> Remember the group rating. Yes, you can make succubus/incubus and whatnot, but in terms of what you submit/roleplay in public, make sure it's not overly sexualized or anything like that!
-> Your oc cannot be violent. That is, really violent. That means no killing others, no cannibals who cut other villagers up for food, no bloodthirsty savages out on a rampage. It's still a functional town, and this group is still PG-13.
-> Your oc cannot be overpowered. This goes without saying. However, your oc (for this event) can use magic freely for their everyday lives.

Age/Sex Change
Yes. You can do it. Just make sure your OC is...well... recognizable. That is, if you're planning to change their sex, you may not want to alter their colours/physical appearance/age too much lest they become a new oc altogether (which is a no-no).

Personality Change
Feel free to change your character's personality. One good idea is to make them the opposite of how they are normally. However, it's up to you!

Job Change
Taffy Town is pretty much a sandbox town. We're not giving out a list of jobs or assigning any, so feel free to create your own professions/locations as long as it is appropriate and within reason. You can invent town shops and all that!
